Can anyone advise me who the financial body that ebay are responsible to as I intend to make a formal complaint to them and try to seek redress against ebay in court.#

I bought an item for nearly £400 on ebay. When it arrived it was not as described nor did it work.  I opened a case against the seller and returned the product as advised to do.  When it arrived the seller signed for it using her own name.  Days later still no refund.  I contact ebay to be given nothing but lies and the run around.  Needless to say days down the line still no refund and all I get from ebay is lie after lie.  Each different call handler I get gives me a different story.  I was even fobbed off today with the case has been closed in my favour and the refund will be made in 24/48 hours.  I asked where in their website did it state these were the terms and conditions that I had to wait 24-48 hours.  I was initially told by a manager that this is policy and I can read the terms and conditions in the resolutions page, where it clearly stated this.  When I could not find it I called back and spoke to another operator who stated that these terms and conditions are not written on the website.  Now despite giving the tracking information and the tracking details showing delivered and signed for by the same name as the seller I am being told I may not get a refund at all as the details shown on the tracking does not show the address I sent the article too. Conned by the seller, now blatantly lied to by ebay
