I have had this same problem recently, and I’m perplexed as I have used the same payment method (Amex) with the same recipients numerous times before. So I changed the method to a Visa (linked to my bank acct), and then Paypal Smart Connect. Both gave me the same msg. I have contacted the recipients and nothing has changed on their end with acceptance. What gives?

You can go there or check few comment from some user who solved their problem:

Maybe the seller locked some type of payment method or some contry. Ask seller double check their setting at “Payment Receiving Preferences”, which is at “Profile” or “Settings” >“Selling tools” > “Getting paid and managing my risk” > “Block payments”… there are several payment methods they can block

Maybe your wrong, How are you initiating this payment… is it by clicking on the “Send Money” tab of your PayPal account? if so ask seller send you a PayPal “Money Request” or invoice. In some case, you MUST pay thru invoice, not by “send money” tab

Perhaps you could try sending him a PayPal “Money Request” or invoice.

  1. It’s because his bank does not allow him to send the funds, probably because it over-exceeds his daily sending amount.
