Unable to send payment through PayPal Balance

I have paid with PayPal once and it was successful, but this time around, it requires me to use a Credit Card. I only have my Bank Debit  Card linked (No Visa), as I am still a student and have not applied for a Visa yet.

However, whenever I keep trying to send money to this company, I do not have the option to select my PayPal Balance (or my Bank). I’m 100% positive my account is verified (unless there is a limit for spending even when you are verified).

Right now, whenever I try to troubleshoot it keeps displaying:  “We can’t send your payment right now. If you keep running into this issue, please contact PayPal.”
