sorry, the recipient can not accept payments right now

That’s all anyone gets whenever they attempt to send me money. I called support and was told that there was nothing wrong with my account and that it must be the person attempting to pay me’s issue- despite me indicating that 4 separate users were reporting this behavior. Attached screen shot shows exactly what is happening. I’ve been using PayPal for 14 years. I really expected a bit more assistance when I called.

 

Anyone have any ideas?
