Closed dispute, how to reopen?

I have a closed case that needs to be reopened. It was closed by the seller WITHOUT resolution. I am not happy. I cannot reopen the case on Paypal which is suppose to provide me the protection for the payments I make through it’s service. If a seller can simply close the case where does that leave me in terms of getting a refund. I should be able to reopen the case and PayPal needs to honor its commitment of providing me the protection when goods that are paid for through its service are NOT received.
