Case still under review

I opened a paypal claim against a seller after the goods he sent were not as described , paypal asked me to return the goods for a complete refund , i returned and provided the tracking number The returned items were received by the seller but i still did not receive my refund The claims page shows that there would be development or i would be contacted for more information by 15 september 2016 , its more than 10days after that date , but i am left with no refund and no goods And the seller has both the goods and the money I have left multiple mails to paypal and calls as well and i always get a standard reply of , your case is being reviewed , please wait. Is there anything i can do now ? The seller must be so happy having my money and his product as well
